Holly Bell is a committed advocate for student well-being and inclusion, prioritizing equitable access to high-quality education for every Utah student within safe and inclusive environments. As the Student and Family Rights Specialist at the Utah State Board of Education, a position she has held for seven years, Holly supports schools and districts across Utah in meeting federal and state requirements that protect the civil rights of students, families, and educators, including compliance with Title IX of the Education Amendments of 1972, which prohibits discrimination based on sex. Additionally, she plays an active role in the Bolder Way Forward Utah initiative, supporting efforts to help girls, women, and families in Utah thrive, and contributes her expertise within its Sexual Harassment and Gender Discrimination spoke. Her dedication to education and advocacy has been recognized through multiple honors, including the Utah School Counselor Association (USCA) Human Rights Award in 2015, a Lifetime Achievement Award from West High School in 2022, and the IncludEd in Schools Educational Equity Champion award in 2023.
